What does a Clyde rental need to comply with?

The 15 rental minimum standards in Schedule 4 of the Residential Tenancies Regulations 2021: window coverings, window covering anchors, vermin proof bins, lighting, bathrooms, toilets, laundry, kitchen, heating, ventilation, mould and damp, windows, locks, structural soundness and electrical safety. Brand new houses are not exempt.

Can I advertise a new Clyde house straight after handover?

Only once it meets the standards. Since 25 November 2025 a rental provider must make sure a property complies before it is advertised or offered for rent, and it has to comply again on move-in day. The standards apply to agreements entered into on or after 29 March 2021.

What is not covered by the inspection?

We do not certify electrical safety or carry out the gas and electrical safety checks due every two years, or the yearly smoke alarm check; a licensed electrician or gasfitter does those. The heater, stovetop and other appliances are recorded as present but not operated or tested. Asbestos testing, mould species testing, timber pest inspection, opening up of the building and rooming house standards are all outside the scope. Areas we cannot reach are named in the report.

Who is responsible for the electrical safety standard?

A licensed electrician, who confirms the switchboard has modern circuit breakers and safety switches. Our part is to photograph the switchboard and note what is installed, which in a new Clyde house is usually straightforward.

The report shows the item with a photo and the fix. Once it is done you can book a return visit for written confirmation. If a renter moves in before it is fixed they can request it as an urgent repair, and Consumer Affairs Victoria's Renting Taskforce can act on non-compliant rentals.

Is the inspection the same as a condition report?

No. The condition report records the home's condition for the bond. The standards inspection tells you whether it can legally be rented. Inspect, fix, then complete the condition report.
